The Thomas Hill PWSD NO. 1 was officially incorporated on July 3, 1968. The District was established by individuals seeking the need to provide water to customers throughout the local areas. The District originally planned to have a water plant at Thomas Hill Lake; however, FHA would not approve it as it would be less expensive to purchase water from the already established water plant in the City of Moberly. In the beginning, water was contracted from Moberly on February 12, 1973. We remained a water customer until the drought in 1983 at which time Moberly stated that they would have to cut off the rural customers of the District. When this happened, the District went to the newly established Clarence Cannon Wholesale Water Commission to purchase water on October 14, 1983. ​ The District has since grown to provide water that meets or exceeds state and federal water quality standards in parts of four counties (Randolph, Chariton, Macon, and Howard). We strive to maintain continuous service and pressure throughout the system and also by quickly restoring service following maintenance or repairs. We will diligently maintain and improve the system to last for generations to come. We as a District strive to provide excellent customer service to the residents of this District. ​ Our improvements and expansions are managed by our General Manager and the employees who handle the day-to-day operations of the District. ​ Each year the General Manager and the Board of Directors (who are elected by the members of the Water District) approves a Budget that meets the growth and changes of our water system while trying to maintain the lowest possible cost consistent with sound business practices.
