The City of Moberly is taking applications for a full-time Utility Field Data Specialist performs field investigations, customer service functions, and data collection for the City of Moberly's water, wastewater, distribution, collection, and stormwater assets. This position helps identify and document water service line materials, and compile data for review by Superintendent. Conduct inspections as needed including construction observation, land disturbance permit inspections and project tracking as necessary.
Essential Duties and Responsibilities:
- Conduct field inspections to help identify and document water service line and service lateral materials.
- Use digital data collection software or mobile apps to record inspection findings, photos, notes, and customer-provided information.
- Coordinate field work with assigned project teammates to match service line information, customer plumbing records, and meter location data.
- Assist with customer outreach, including letters, phone calls, door-to-door follow-up, and appointment scheduling as needed.
- With customer approval, enter homes or buildings when needed to visually verify interior plumbing materials.
- Review collected information for completeness and accuracy, follow up on missing or unclear data, and help resolve data gaps.
- Compile information into the MO-DNR required spreadsheet format for internal review.
- Provide construction observation inspections and land disturbance inspections for utilities projects as directed.
- Conduct city owned utility locates as directed.
- Operate or assist with trailer-mounted hydro-vac excavation equipment during service line investigations.
- All other duties as assigned.
Required Knowledge, Skills, and Abilities:
- Ability to learn and use digital data collection software, mobile apps, spreadsheets, and basic computer tools.
- Strong attention to detail and accuracy in field documentation and data entry.
- Ability to communicate professionally with customers, contractors, coworkers, supervisors, and the public.
- Ability to work independently and as part of a coordinated field team.
- Ability to read basic maps, addresses, utility records, and field notes.
- Ability to organize work, track responses, follow up on incomplete information, and meet project deadlines.
- Prior experience with hydro-vac excavation, utility locating, construction, or related equipment.
- Training will be provided on City-owned equipment and established investigation procedures.
Minimum Qualifications:
- High school diploma or equivalent required.
- Valid Missouri class E chauffer driver's license required or ability to obtain within 3 months of hire date.
- Experience in utility work, construction, field inspection, customer service, data collection, or similar work preferred.
Working Conditions and Physical Requirements:
- Primarily field-based work with some office, data entry, reporting, and customer communication duties.
- Work may include outdoor weather exposure, walking, bending, kneeling, and lifting.
- Regular interaction with customers and the public, including phone calls, written communication, and door-to-door contact.
- May require entry into private building structures with customer approval to visually verify plumbing material.
