The City of Moberly is seeking a detail-oriented, highly organized professional to serve as Deputy City Clerk. This position plays a vital role in supporting the operations of the City Clerk’s Office and ensuring transparency, accuracy, and compliance in local government processes.
Position Summary
Under the direction of the City Clerk, the Deputy City Clerk assists with maintaining official city records, preparing City Council materials, supporting public meetings, and coordinating a wide range of administrative, financial, and regulatory functions.
Key Responsibilities
- Assist with preparation, publication, and recordkeeping of City Council agendas, packets, ordinances, and resolutions
- Attend City Council meetings as needed and assist with minutes, documentation, and follow-up actions
- Maintain official city records in compliance with Missouri Sunshine Law and records retention requirements
- Respond to public records (Sunshine) requests and assist citizens with information inquiries
- Process accounts payable functions including check runs, vouchers, and audit documentation
- Assist with bid openings, tabulations, and documentation processes
- Support elections administration, candidate filings, and coordination with Randolph County
- Process and maintain liquor licenses, permits, and other regulatory documents
- Assist with cemetery records, lot sales, and burial documentation for Oakland Cemetery
- Maintain files for boards, commissions, and various city programs
- Provide notary services and administer oaths as needed
- Support departmental operations including finance, HR, and reporting functions
Additional Duties
- Assist with records management, scanning, and archival systems
- Coordinate public notices, legal publications, and required postings
- Provide customer service to citizens, staff, and elected officials
- Perform other duties as assigned by the City Clerk, City Manager, or Mayor
Qualifications
- Associate degree or an equivalent combination of education and relevant experience
- Experience in municipal government, records management, or administrative operations preferred
- Strong attention to detail and organizational skills
- Ability to manage confidential information and meet strict deadlines
- Knowledge of Microsoft Office and records management systems
- Ability to learn and apply Missouri statutes, city code, and open meetings/records laws
Preferred Certifications (or willingness to obtain)
- Missouri Registered City Clerk (MRCC)
- Certified Municipal Clerk (CMC) through the International Institute of Municipal Clerks
Work Environment
This position requires attendance at evening meetings and occasional special sessions.
