The Water Utility Billing Clerk is responsible for performing a variety of clerical and customer service duties related to the billing and collection of water, sewer, and trash utility services for the City. This position ensures accurate billing, responds to customer inquiries, processes payments, and maintains utility account records.
Essential Duties and Responsibilities:
- Prepare, process, and issue monthly utility bills to residential and commercial customers.
- Maintain and update customer account information, including address changes, meter readings, and service changes.
- Respond to customer inquiries in person, by phone, or via email regarding billing issues, usage concerns, and payment options.
- Accept and process payments through various methods (cash, check, online portal, etc.).
- Monitor delinquent accounts and issue late notices, service disconnection notices, and coordinate service shutoffs and reconnections.
- Work closely with meter readers and field staff to resolve discrepancies or unusual usage reports.
- Perform account reconciliations and adjustments as necessary.
- Assist with new customer account setup and service terminations.
- Generate and maintain utility billing reports and records in accordance with retention policies.
- Assist in year-end reporting, audits, and financial balancing related to utility billing.
- Other duties as assigned.
Required Knowledge, Skills, and Abilities:
- Strong customer service and communication skills.
- Ability to clearly and professionally communicate with customers and coworkers via phone, email, and in person.
- Attention to detail and high level of accuracy in data entry and financial transactions.
- Ability to understand and apply billing procedures, city policies, and utility rate structures.
- Proficiency with computers and ability to learn utility billing software (Caselle).
- Ability to handle sensitive or confidential information with discretion.
- Organizational and time management skills to handle multiple tasks and deadlines.
- Reliable and punctual attendance.
Qualifications:
- High school diploma or GED required.
- Proficiency with computers and office equipment.
- Prior experience in billing, accounting, or customer service preferred.
- Municipal or utility billing experience is a plus.
- Basic math skills are required.
Working Conditions:
- Primarily indoor office environment.
- Frequent contact with the public.
- May require prolonged periods of sitting, data entry, and use of computer systems.
